Main Function: Facilitate the process of giving grants from various donors to ensure that grantees are qualified, the projects are aligned to goals and strategies of Samdhana, and the donors; and ensure that grants making is done in a manner that is fair, efficient, effective, financially sound and sensitive to Indigenous People/Local Community (IPLC).
Job Description: Coordination and implementation: • Implement the small grants making program for Laos and Mekong; • Ensure that the grants making process is conducted in a manner that is responsible, professional, fair, financially sound, participatory, sensitive to IPLC needs, and in accordance with Samdhana policies and procedures; • Coordinate with local facilitators; provide guidance and mentoring in the preparation and submission of proposals; • Assist and facilitate proponents in proposal development, with assistance from the Regional Advisers, and Capacity Development Program; • Ensure regular and effective communication and coordination with proponents; • Facilitate with Advisers the review and approval of proposals; • Assist in drafting contracts of Grantees; • Ensure that grants are disbursed and received by the grantees in a timely manner and as per the contract; any other requirements are likewise received by the grantees in a timely manner. • Support the Program Head in coordinating with the different regional units and Programs in addressing the capacity needs of grantees, and in developing strategic partners; • Coordinate with the Capacity Development Program in organizing capacity building activities needed, mutually identified and agreed by grantees; • Assist Grantees in their reporting requirements, and shall ensure all narrative and financial reports from grantees are correct and complete; Provide timely feedback to the Program Head on the quality of these reports; Monitoring and Evaluation: • Regularly monitor progress of the grantees in their project implementation; • With assistance from the Monitoring & Evaluation Coordinator, monitor and evaluate the impact or effectiveness of the grants on the grantees; and • Assist in the establishment of grants database; • Assist the Program Head in coordinating with the Knowledge Management and Resources Development unit for the monitoring, evaluation and communication needs of grants making in Mekong. Institutional Functions: • Perform financial and administrative functions required of a staff. • Provide information on Samdhana’s engagements in Laos and other countries in the Indochina Region to the Program Manager, Advisers and Deputy Executive Director/Executive Director, as needed; • Network with local organizations and INGOs, support groups and technical experts to provide assistance needed by community partners in the implementation of their grant-supported projects; Other Perform other tasks and functions assigned by the Head of Program
Requirements and Qualifications Education and Experiences: • University degree in relevant subject; • Minimum of 4 years or more years of progressive management experience or strategic grants making; Knowledge and Skills: • Knowledge and experience of budget management; • Knowledge in technical support work preferably in an development organization; • Experience supporting the development of civil society organization networks and interactions between these networks and government counterparts; • Experience and high skills as well as knowledge in facilitating, project report writing; • Prior experience working for international organizations or donor agencies is a plus; • Understanding of Civil society organizations and the field of participatory governance; • Focus on IPLC Needs: Anticipate, understand, and respond to the needs of IPLC to meet or exceed their expectations within the project parameters; • Communicates Effectively: Speaks, listens and writes in a clear, thorough and timely manner using appropriate and effective communication tools and techniques. • Excellent interpersonal skills including the ability to maintain good relations.
